Former IPL chairman Lalit Modi has also weighed in sharply, calling for \u201cimmediate action\u201d over what he described as a potential breach of league rules.<\/p>\n<h2>Viral moment from the RR vs RCB game in Guwahati<\/h2>\n<p>In a clip doing the rounds on social media, Rajasthan Royals\u2019 team manager Romi Bhinder is seen holding and using a mobile phone from inside the team dugout during the match. Vaibhav Sooryavanshi, seated alongside him, can be seen briefly looking toward the device as well.<\/p>\n<p>The footage was captured by the broadcasters in the 11th over of Rajasthan\u2019s chase of 202. The incident appears shortly after Vaibhav Sooryavanshi\u2019s dismissal.<\/p>\n<h2>What IPL\u2019s PMOA protocol says about phones in restricted zones<\/h2>\n<p>The league\u2019s Player and Match Officials Area (PMOA) protocol lays out strict restrictions on electronic devices. Under the PMOA rules, \u201cMobile phones and other electronic communication devices are not allowed to be used in the PMOA.\u201d<\/p>\n<ul>\n<li>The PMOA zone covers dressing rooms and players\u2019 external match-viewing areas.<\/li>\n<li>It also includes the TV\/third umpire area and the match referee\u2019s room.<\/li>\n<li>Players\u2019 and match officials\u2019 dining spaces fall under the same restriction.<\/li>\n<li>The dugouts are specifically included, along with any other area marked by the BCCI Anti-Corruption and Security Manager.<\/li>\n<\/ul>\n<p>While electronic devices are not banned everywhere in the dugout environment, the protocol draws a clear line between general dugout use and designated analytical work. The guidance notes that devices are permitted in the dugout only for the team analyst placed at a specific analyst table.<\/p>\n<p>The rule is explicit: \u201cThe Team Manager may use a phone in the dressing room area but NOT in the dugout.\u201d<\/p>\n<ul>\n<li>Two BCCI Anti-Corruption Managers, appointed by the Head of the BCCI Anti-Corruption and Security Unit, are tasked with monitoring the PMOA and verifying that procedures are followed.<\/li>\n<li>Players and support personnel are required to switch off and deposit phones, smartwatches, or any communication devices with the Team Security Liaison Officer (SLO) once they arrive at the stadium.<\/li>\n<\/ul>\n<h2>Lalit Modi demands action; RR yet to respond<\/h2>\n<p>Lalit Modi reacted to the viral footage by questioning whether anti-corruption staff were present to enforce the rules. He described the alleged act as unacceptable and urged prompt measures.<\/p>\n<p>In his post, Modi said: \u201cHaving a mobile phone in the dugout is a complete no-no. Did this really happen? I hope not. If it did, then the IPL governing council needs to take immediate action.\u201d<\/p>\n<p>As of now, Rajasthan Royals have not released an official statement regarding the
