He pointed out that, under the IPL regulations, managers are permitted to keep mobiles in the dressing room, but not in the dugout. The ongoing verification, he said, centres on whether Bhinder\u2019s phone use went beyond the permitted zone at the venue.<\/p>\n<p>\u201cFirst of all, I would like to say that having the mobile with him is permissible under the regulations because he is the manager. So, managers and doctors are allowed to carry a mobile in the PMOA,\u201d Saikia said, describing that carrying the device is not automatically a violation for team officials.<\/p>\n<p>He then added that the board is working to confirm whether any protocol was actually breached. \u201cThat is number one. Second, whether he has violated any protocol or regulations under our existing IPL rules and regulations.
