Alongside the alert, the board has tightened rules covering security access, movement and expected behaviour for players, support staff and franchise owners, with the advisory also stressing that breaches could trigger \u201cserious legal allegations\u201d.<\/p>\n<p>In a detailed seven-page communication sent to teams on Thursday night, BCCI secretary Devajit Saikia urged franchise management to remain \u201cvigilant and proactive\u201d to reduce exposure to incidents that could fall under laws relating to sexual misconduct. It has made prior written approval from the Team Manager mandatory for any outsider seeking entry, regardless of their identity, relationship to the individual, or claimed purpose.<\/p>\n<p>In addition, visitors and guests are required to be received only in designated public areas such as the lobby or reception lounge. The board\u2019s guidance is explicit that no guest should be escorted to private rooms unless the Team Manager has authorised it in writing for that specific instance.<\/p>\n<h3>Irregular exits from hotels flagged as a risk<\/h3>\n<p>The BCCI has also noted concerns over players and support staff leaving team hotels at \u201cirregular hours\u201d without informing the designated Security Liaison Officers (SLOs) or the Team Integrity Officers (TIOs). Saikia said these departures create significant security vulnerabilities and leave people exposed to risks that cannot be managed if the relevant personnel are not informed.<\/p>\n<p>To close that gap, the advisory sets out clear movement procedures. Before leaving the team hotel at any time, every player and support staff member must inform and obtain clearance from the SLO and\/or TIO. Any movement outside the hotel\u2014whether personal or recreational\u2014must be communicated in advance to the Team Manager and the SLO.<\/p>\n<p>The SLO\/TIO is instructed to maintain a contemporaneous record of all team movements, which can later be reviewed by the BCCI Operations Team.<\/p>\n<h3>Accreditation cards: mandatory at every venue<\/h3>\n<p>Another area the BCCI highlighted is event security checks, where it has observed some team members refusing or hesitating to show accreditation cards. The board described this behaviour as unacceptable and a breach of basic event security protocol.<\/p>\n<p>As a result, all players, support staff, officials and franchise representatives must visibly wear accreditation cards at stadiums, hotels and practice facilities. Cards must be produced immediately whenever requested by security personnel or IPL officials, and anyone found non-compliant may be denied entry until the issue is resolved and formally reported.<\/p>\n<h3>Owner conduct: tighter enforcement of PMOA rules<\/h3>\n<p>The advisory also targets repeated violations of the Player and Match Official Access (PMOA) protocol by IPL franchise owners. Saikia noted instances in which owners did not adhere to the required access standards during matches.<\/p>\n<p>Specifically, the board said it has seen owners attempting to communicate with, approach, hug, or physically interact with players and team members while matches are in progress. Even if intended positively, the BCCI warned that such actions directly conflict with established protocol and could interfere with team dynamics and match proceedings.<\/p>\n<p>Under the revised directives, franchise owners and representatives are barred from directly interacting with players or team officials in the dugout, dressing room or playing area during matches. All access by owners to restricted zones must strictly follow PMOA protocol.<\/p>\n<p>Franchises have also been told to brief owners and their associates on match-day conduct and access limitations before every game.<\/p>\n<h3>Vaping ban and prohibition on restricted substances<\/h3>\n<p>One section of the advisory deals with \u201cProhibition on Vaping and Use of Prohibited Substances\u201d, following action taken against Rajasthan Royals captain Riyan Parag earlier for vaping in the dressing room during a match. The BCCI said it has received reports of vaping in dressing rooms and other restricted tournament areas.<\/p>\n<p>The board added that vapes and electronic cigarettes are prohibited under applicable Indian law. It further warned that anyone caught using such products on tournament premises would not only be breaking BCCI and IPL regulations but may also be committing a punishable offence under the relevant statutory framework.<\/p>\n<p>The BCCI has therefore banned the use of vapes, e-cigarettes and prohibited substances inside dressing rooms, dugouts, hotels and practice venues. Possession or circulation of these substances within team premises during the tournament is also prohibited, and team management has been asked to ensure all players and support staff are \u201cunequivocally informed\u201d about the ban.<\/p>\n<h3>Team management accountability and compliance steps<\/h3>\n<p>The advisory fixes direct responsibility on Team Managers and authorised franchise officials for ensuring adherence to the new protocols. Franchises have been instructed to conduct a mandatory briefing for the team within 48 hours of receiving the advisory and to collect written acknowledgement from all players and support staff confirming their understanding of the directives.<\/p>\n<p>Franchises are also required to implement a formal guest approval system with daily written records, maintain movement logs in coordination with SLOs\/TIOs, ensure owners are fully briefed on PMOA protocol ahead of each match, and immediately report any breach to the IPL Operations Division.<\/p>\n<h3>Surprise checks, disciplinary action and potential legal referral<\/h3>\n<p>The BCCI further cautioned that the IPL Operations Team may conduct surprise audits and inspections to verify compliance. Saikia said the teams are expected to keep records of approved guest visits and hotel movements, which are necessary for assessments by the board\u2019s operations staff.<\/p>\n<p>Any violation, the BCCI warned, will be treated as a \u201cserious disciplinary matter\u201d. Potential consequences listed in the advisory include show-cause notices, financial penalties, suspension or disqualification from IPL seasons, referral to law enforcement authorities in cases
